Government e Marketplace (GeM), in collaboration with Laghu Udyog Bharati (LUB), organised an event under GeM Samvad 2026 to highlight key reforms aimed at making public procurement more accessible and affordable for Micro and Small Enterprises (MSEs).
Formalised through a Memorandum of Understanding (MoU) in 2024, the GeM–LUB partnership has conducted 108 virtual conferences, along with numerous physical events across the country. These initiatives aim to raise awareness, facilitate digital onboarding and help MSMEs navigate the platform to access government procurement opportunities.
Addressing the event, GeM CEO Mihir Kumar said the reforms introduced by the platform have supported MSMEs by lowering participation costs, simplifying procedures and improving access to finance. These measures are intended to enable enterprises to participate more confidently in government procurement and contribute to the vision of Atmanirbhar Bharat and Viksit Bharat 2047. He added that GeM is working towards building a trusted seller ecosystem in which business opportunities are democratised through digital platforms.
GeM has reduced transaction charges from 0.50% to 0.30% of the order value. Orders worth up to Rs. 10 lakh are now exempt from transaction charges, compared with the earlier threshold of Rs. 5 lakh. For orders exceeding Rs. 10 crore, charges are capped at Rs. 3 lakh, down from the previous maximum of Rs. 72.50 lakh. Nearly 97% of orders placed on the platform attract no transaction charges.
Additionally, the requirement for a Caution Money deposit during onboarding was discontinued in July 2025. Vendor assessment charges for Original Equipment Manufacturers (OEMs) have also been reduced by 66% to 92% since January 2024.
The event was attended by LUB President Madhusudan Dadu, National General Secretary Om Prakash Gupta, National Treasurer and GeM Nodal Janak Bhatia, and GeM Additional CEO Ajit B. Chavan, who participated in discussions and interacted with MSME representatives.
Speaking at the event, Ajit B. Chavan highlighted that, in line with the Union Budget 2026-27 announcement, GeM has integrated with all five Trade Receivables Discounting System (TReDS) exchanges. He stated that this integration, combined with GeM SAHAY's provision of collateral-free lending against purchase orders placed on GeM, is expected to help address working capital constraints and delays in payments faced by MSMEs.
LUB President Madhusudan Dadu and National General Secretary Om Prakash Gupta outlined plans to strengthen collaboration with GeM and expand outreach to MSMEs through the organisation's nationwide network of offices. The proposed initiatives include regular weekly GeM–LUB virtual conferences and dedicated facilitation counters at various offices, staffed by trained volunteers to assist enterprises in accessing government procurement opportunities.
