The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Khelo India Sports Goods Manufacturing Scheme with an outlay of Rs. 1,856.67 crore for the period from 2026 to 2033-34. The scheme aims to boost investment, domestic manufacturing, research, innovation and exports, while establishing India as a globally competitive sports goods manufacturing hub.
Announced in the Union Budget 2026-27, the scheme will strengthen the domestic sports goods industry through support for investment, technology adoption, skill development, quality certification and market expansion. Aligned with Khelo Bharat Niti 2025, Make in India and Atmanirbhar Bharat, it is expected to attract investments, generate employment and enhance India's integration into global supply chains.
The scheme envisages the development of dedicated Sports Goods Manufacturing Zones (SGMZs) to create integrated manufacturing clusters bringing together manufacturers, suppliers, testing facilities, design and prototyping centres, and ancillary enterprises. These zones will be developed in coordination with existing industrial infrastructure under the BHAVYA Scheme and NICDC Industrial Parks to improve operational efficiency and strengthen industry linkages.
To attract investment and expand production capacity, the scheme includes Anchor Investment Support and Turnover Linked Support components, with a combined outlay of Rs. 1,130 crore. These measures will encourage domestic and global manufacturers, brands and retail chains to establish facilities in designated zones, promote capacity expansion, reduce import dependence, increase domestic value addition and generate employment across the value chain.
The scheme will also support the upgradation of existing sports goods manufacturing clusters, including the development of common facilities and shared infrastructure, with a focus on micro, small and medium enterprises (MSMEs).
To improve product quality and international market access, Rs. 105 crore has been earmarked to support manufacturers in obtaining and renewing certifications from International Sports Federations. The initiative is expected to strengthen confidence in Indian-made sports goods and improve their global competitiveness.
Research, design and technological innovation will be promoted through Centres of Excellence at leading educational and research institutions, with a focus on sports equipment, material sciences, protective gear and advanced manufacturing technologies. Research and development will be encouraged through convergence with the Anusandhan National Research Foundation, while dedicated support for start-ups under the Startup India initiative will facilitate the development, testing and commercialisation of innovative products and technologies.
The scheme will further promote industry-aligned skill development in collaboration with the Ministry of Skill Development and Entrepreneurship and relevant industry stakeholders to address the sector's growing demand for skilled manpower.
To expand India's presence in international markets, branding, outreach and market development initiatives will be undertaken by leveraging the Export Promotion Mission. These efforts aim to improve the visibility of Indian sports goods, strengthen market access and increase exports.
By enhancing manufacturing capacity, innovation, quality standards and global market access, the scheme is expected to support India's sporting ecosystem, complement initiatives such as Khelo India and Fit India, create employment opportunities and strengthen the country's ambition to become a leading global sports goods manufacturing hub, in line with the vision of Viksit Bharat@2047.
