The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) as a Centrally Sponsored Scheme for the period from 2026-27 to 2030-31, aligned with the national vision of Viksit Bharat. The initiative aims to transform grassroots governance by strengthening Panchayats, improving local development planning and enhancing accountability.
The scheme has a total outlay of Rs 7,395.55 crore, comprising a Central share of Rs 4,869.48 crore and a State share of Rs 2,526.07 crore. Its implementation period will coincide with the Sixteenth Finance Commission period.
The initiative is expected to directly benefit around 32 lakh elected representatives, Panchayat functionaries and other stakeholders across more than 2.55 lakh Panchayats and Traditional Local Bodies. Each coordinated public awareness campaign will aim to reach at least 1 crore citizens.
Key objectives and expected outcomes
Under the scheme, holistic Gram Panchayat Development Plans (GPDPs) will be prepared annually for more than 2.55 lakh Panchayats through the eGramSwaraj portal. The plans will integrate local priorities, interventions by Central and State departments, and available financial resources through participatory and evidence-based planning.
The scheme also aims to strengthen the governance capabilities of around 32 lakh elected representatives and other stakeholders every year through capacity building and digital support. These initiatives will focus on integrated planning, citizen communication, resource management and progress towards locally relevant Sustainable Development Goals.
Additionally, the programme will support the preparation of at least 2.55 lakh online audit plans annually and the timely completion of corresponding audits through AuditOnline. Improved accounting, public disclosure and mobilisation of Own Source Revenue (OSR) are expected to enhance transparency, accountability and the financial self-reliance of Panchayats.
The scheme will not create permanent posts. However, need-based contractual personnel may be engaged at the State, District and Block levels to provide technical assistance and support implementation.
Strengthening Panchayats as centres of local development
PM VGSY seeks to position Gram Panchayats at the centre of integrated grassroots planning by bringing together village priorities, government interventions and available resources. The initiative is intended to help rural communities translate national development priorities into locally relevant outcomes.
Building on the eGramSwaraj portal and existing e-Panchayat systems, the scheme will integrate information on government schemes, beneficiaries, benefits, community assets and available resources through a common digital platform. This is expected to help Panchayats identify development gaps, coordinate interventions and improve monitoring.
The initiative will also facilitate coordination among Central Ministries, departments and State Governments in preparing comprehensive Gram Panchayat Development Plans. Existing arrangements for delivering individual government schemes will remain unchanged.
Public awareness and capacity building
The scheme will use existing training, digital and outreach platforms, including PANCHAM, an AI-enabled multilingual, two-way communication platform available in 17 Indian languages. These platforms will help communicate government schemes and national initiatives in accessible language.
Gram Sabhas and other Panchayat forums will provide opportunities for community discussions, enabling citizens to better understand government initiatives and their local implications.
Capacity-building programmes will focus on the effective use of digital platforms, interpretation of scheme and resource information, integrated planning and communication with citizens. The initiative will also strengthen Panchayats’ ability to utilise Finance Commission grants and other funds efficiently while mobilising their own revenue.
Coverage and implementation framework
The scheme will cover all States and Union Territories, including traditional rural local government institutions in areas where Panchayats do not exist under Part IX of the Constitution.
Implementation will be undertaken through respective State Governments and Union Territory Administrations. States and UTs will submit Annual Action Plans outlining activities, priorities and requirements in line with the scheme’s objectives and guidelines. A designated Central Empowered Committee will appraise and approve these plans in accordance with applicable procedures and norms.
The Central Government and State and Union Territory administrations will carry out activities within their respective areas of responsibility, supported by coordination, technical assistance, monitoring and periodic reviews. Existing institutional, digital, communication and capacity-building systems will be used to facilitate implementation at the grassroots level.
The scheme comes amid the Sixteenth Finance Commission’s recommendation of approximately Rs 4.35 lakh crore in grants for Rural Local Bodies for 2026-27 to 2030-31. PM VGSY aims to strengthen Panchayats’ capacity to utilise these resources effectively, align government programmes with local needs and promote transparent, accountable and self-reliant rural governance.
