The Union Cabinet has approved the establishment of the Integrated Transport & Logistics Authority (ITLA) as a Special Purpose Vehicle (SPV to strengthen research, planning, project appraisal, monitoring and impact assessment across India’s transport and logistics sectors.
ITLA will serve as the national apex institution for integrated transport and logistics planning, bringing greater coordination among various transport ministries and agencies and promoting multimodal infrastructure development.
The authority will prepare a National Transport Master Plan with a planning horizon of 10 years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.
ITLA will also undertake technical appraisal of central government transport infrastructure projects costing Rs 500 crore or more, while monitoring their implementation and conducting post-completion impact assessments.
A key component will be the creation of a National Transport Data Repository (NTDR), integrating data from sources such as GSTN e-way bills, FASTag, VAHAN, GPS-based systems and urban traffic management platforms to support data-driven planning and freight-flow analysis.
The authority will also support the review and updation of the National Logistics Policy, promote research and innovation, and undertake capacity building and skilling initiatives in the logistics sector.
The government said ITLA is expected to improve multimodal connectivity, enhance infrastructure efficiency, reduce logistics costs and strengthen India’s global logistics competitiveness, supporting the country’s long-term Vision 2047.
