The Government of India is implementing various initiatives to ensure affordable and accessible justice for citizens, including the Designing Innovative Solutions for Holistic Access to Justice (DISHA) scheme, which aims to strengthen access to justice in line with the Legal Services Authorities Act, 1987.
Under the Tele-Law component, citizens can obtain pre-litigation legal advice from panel lawyers through video or tele-conferencing using a network of around 2.5 lakh Common Service Centres (CSCs) operating at the Gram Panchayat level across 777 districts, including 112 Aspirational Districts and 500 Aspirational Blocks in 36 states and union territories. As of February 28, 2026, over 1.12 crore pre-litigation legal consultations have been delivered through the programme.
The Nyaya Bandhu initiative promotes a pro bono culture among advocates and law students, enabling registered lawyers to provide free legal representation to eligible beneficiaries under the Legal Services Authorities Act. As of February 2026, 10,263 advocates have registered under the programme.
The government also runs legal literacy and awareness programmes to build capacity among grassroots legal workers and spread legal awareness. So far, these initiatives have reached over 1.21 crore beneficiaries.
In addition, the Legal Aid Defense Counsel System (LADCS), implemented through the National Legal Services Authority (NALSA) since FY 2023–24, provides legal representation in criminal cases for eligible beneficiaries. As of December 31, 2025, LADC offices are operational in 680 districts, handling over 12.62 lakh assigned cases, of which 8.71 lakh cases have been disposed of. The programme has also provided legal representation to 2.76 lakh under-trial prisoners, leading to the release of 59,630 prisoners during FY 2025–26 (till December 2025).
Under the Legal Services Authorities Act, NALSA also provides free legal aid to weaker sections of society through a nationwide network that includes the Supreme Court Legal Services Committee, 38 High Court Legal Services Committees, 37 State Legal Services Authorities, 715 District Legal Services Authorities and 2,475 Taluk Legal Services Committees.
During FY 2025–26 (till January 2026), around 16.6 lakh individuals received free legal aid and advice, while 4.92 lakh legal awareness programmes and camps were organised, benefiting over 4.04 crore people.
