The Department of Fisheries, Government of India will organise the first National Conference on Cold Water Fisheries at the Sher-e-Kashmir International Conference Centre (SKICC) in Srinagar, Jammu and Kashmir on March 14, 2026. The event aims to promote sustainable development and unlock the economic potential of India’s cold water fisheries sector.
The conference will be held under the guidance of Rajiv Ranjan Singh, Union Minister for Fisheries, Animal Husbandry and Dairying, and will be attended by Manoj Sinha, Lieutenant Governor of Jammu and Kashmir, Omar Abdullah, Chief Minister of Jammu and Kashmir, S. P. Singh Baghel, Minister of State for Fisheries, George Kurian, Minister of State for Fisheries, and Javid Ahmad Dar, Minister for Agriculture Production, Jammu and Kashmir.
India’s cold water fisheries ecosystem is primarily spread across Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Arunachal Pradesh, and Sikkim, along with parts of the Northeast and Western Ghats, covering more than 5.33 lakh sq km of mountainous terrain. These regions support over 278 identified cold water fish species and provide significant opportunities for livelihood generation, aquaculture development, and biodiversity conservation.
Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the government has sanctioned Rs 2,299.56 crore to strengthen cold water fisheries infrastructure. The investment includes expanding hatcheries, raceway systems, seed and feed supply, transport and cold-chain networks, and other livelihood-oriented initiatives.
During the conference, the Union Minister will release the “Model Guidelines for the Development of Cold Water Fisheries” and distribute scheme benefits to traditional and progressive fishers, fisheries cooperatives under PM-MKSSY, and Kisan Credit Card beneficiaries. Awards will also be presented to top Fisheries Farmer Producer Organisations (FFPOs) and fisheries start-ups from Jammu and Kashmir.
The conference will feature technical sessions on research, technology adoption, infrastructure development, institutional convergence, and entrepreneurship in cold water aquaculture. It will bring together policymakers, researchers, industry experts, and stakeholders from several states including Nagaland, Manipur, Meghalaya, Tamil Nadu, Maharashtra, Karnataka and Kerala.
Premium species such as Rainbow Trout, Brown Trout and Mahseer form a high-value segment of the sector. Trout production in India has grown nearly 1.8 times over the past decade, though the country still imports salmon and premium trout, highlighting the need to expand domestic capacity.
The government has also outlined the National Vision for Cold Water Fisheries 2030, which aims to double production of cold water fish species and create more livelihood opportunities in hill regions.
The conference is expected to serve as a platform for collaboration and policy dialogue, helping accelerate sustainable growth in the cold water fisheries sector while strengthening livelihoods and nutritional security in India’s mountainous and remote regions.
